You don't shuffle your hand to activate Dead-On. Your Dead-On cards automatically activate when they're in the centre of your hand (centre 1 or 2, depending on whether you have odd or even cards). If your cards aren't in the centre, then you play whatever cards you need to put them in the centre, and then Dead-On will automatically activate.
