Anytime I get this error it is when I am connecting to my local server as the Host. Mine gets fixed by making sure the workshop content is updated on Steam, shutting down the server, loading a single player game on the Elver map, exiting and re-launching the server. After that, I am able to connect to the local server with no issues. If you are not the Host, then you might need to get the Host to follow the above steps.

To fix it you have to go to the other discussion about help you can fix it by Unsubscribing from all mods that works

Late post but i fixed it by adding the asset pack from another mod to my server (just search "elver asset pack" and find the most recently updated one)
