Talon Mission Reach the structures
So far every time I try to complete this step the structure is spawned as a 'Small Settlement'. made sure the scenario is up to date and started a new game. Tried both temperate and arid starts. Can I check some files or do anything else to help debug this ?

What else is appearing on your game?
Is the broken antenna or the teleport station appearing? Did you drop out of the sky in an escape pod or spawn in a station on the ground? Since it's possible the game is calling a different starter playfield template from outside the scenario.

Escape pod drop and I had the broken antenna. But the talon quest looks more like the old one. Small Settlement with the Chief and Monument close by. Also there is an Ancient Tower POI. One different is there is Trader Talon 2 that I do not remember seeing before.

Does the ancient tower have an blast door elevator or trap doors?
Are there other traders at the Talon village besides the one next to the chief?

The Ancient Tower has the blast door elevator and the Tallon Small Settlement has a 2nd trader

The talon settlement has always had a trader. The reforged version should have 4-5 different talon traders.

I did see a message in the console
PDA: Playfield POI 'TribalVillageWoodStoryRG' (or else) not found

The settlements does have 5 traders other than the one next to the chief

That means the mission tried to find the correct POI, so it's not a problem with the mission, but with the playfield.
Can you open your steam/steamapps/workshop/content go into the Reforged Galaxy Scenario (2135628600) go into content/playfields/temperatestarter and open Playfield_Static.yaml and check that the TribalVillageWoodStoryRG is set there correctly and not TribalVillageWoodStory because that was fixed in the latest hotfix since TribalVillageWoodStory is the vanilla one.

Does it use the yaml file or the yaml.bin ? Could the yaml.bin be out of sync ?

No, I checked the one I uploaded and it says TribalVillageWoodStoryRG on it as well. I'm not even sure what the .bin is for.

Looking at the other entries the IsImportant entry is after the Faction entry but for TribalVillageWoodStoryRG it is before the Faction entry

Location in the yaml doesn't matter. The TribalVillageWoodStoryRG replaces the entry for the original TribalVillageWoodStory POI.
There is nothing whatsoever telling the game to generate a TribalVillageWoodStory in Reforged Galaxy. All mentions of it have been erased except in the game's original playfields which should be superceded by the scenario's. Even if they weren't, both would be spawned.
Since this only seems to happen with you, I can only suggest that you verify the game files.

Ok validated files, unsubscribed, resubscribed and I am still having the issue. I am going to try installing on a server to see if that has the same issue.
