When i have Balkh and Kabul I cannot launch an attack on Herat or Farah, Even though Balkh says it supplies Herat and i should be able to launch an offensive onto Herat and then follow up on Farah based on the "supply" paths to these cities/forts. I have tried to peace out and then restart the war but to no change.
