Does anyone know how to make my custom troops as good as other factions troops? Seems like all other factions recruits start with stats like:

One Handed: 60
Two Handed: 60
Polearms: 60
Archery: 50
Rifles: 50
Throwing: 60

But I can only give my first tier troops 40 points in total so their stats look more like this:

One Handed: 10
Two Handed: 10
Polearms: 0
Archery: 0
Rifles: 20
Throwing: 0

Anyone know if this is a bug or if the dev really intended for custom faction recruits to only have like 20% the skill of regular factions' recruits?
