Here is what you can try:
1. Disable Patch Loader in game in the Content Manager then close the game.
2. Unsubscribe PatchLoader and subscribe again (when game is not running),
3. Start the game and enable PatchLoader,
4. It should notify that game needs to be restarted, so restart it if doesn't do that by itself.
After that everything should start working correctly, just keep in mind the message from the Known issues section you can find at the bottom of the mod description (about order of running steam and the game)
doorstop_config.ini and winhttp.dll and then start the game, you should be notified that PatchLoader was installed and game needs to be restarted. Hopefully after that it will start working. Just make sure you started Steam client first and launched the game from the Steam library, not the shortcut from your Desktop or whatever it was located.
One thing you can try (probably won't make any difference) is copying the mod folder from steam workshop directory (2041457644) to the game local mods <C:\Users\<your name>\AppData\Local\Colossal Order\Cities_Skylines\Addons\Mods> and then unsubscribe the workshop version, so basically you will have local version of the mod.

The mod was working a few weeks ago, then it suddenly started getting that error.
Yes, I did. It didn't work after restarting the computer, opening steam then unsubscribing to the mods and subscribing again. By the way, I use windows 10.
