Another suggestion I made a while back was buying/selling intel, but I don't know if that's possible through modding. This could be apart of blackmail, and you can buy it from allies (maybe using the alpha/beta resource), or sell it to rivals of the Empire you're taking it from.
But if this is possible, maybe you could joint collect intel before a war. With you and your allies.
After that, I think I need to take a look at envoys, and like has been suggested, having ways to blackmail/bribe for votes and favours.

First Intel would have to identify a fleet or fleets , randomly provide a target or targets for the mission. then you choose which fleet and try to execute the mission.
Im not sure what you mean about the gui though, if you're talking about the little intel icons in the networks screen, they already do have tooltips, or did I misunderstand you?
1. Steal 1-3 artifacts from target empire.
2. Intel operation that gives you 10 yrs (less if possible) of information - Active Sensor link against the target empire.
3. Increase piracy on a trade route, perhaps enough to cause a pirate fleet to appear.
