Try disbanding units. I noticed that some countries have too many starting units. Maybe there is another way too but that worked for me at least.

I found out how to lower it. You only have to set the investement of buildings somewhere over 80%

investement in building 81%+ and make sure you have high income and you arent over your limit of provinces, stay on the highest trade level possible

Which rebellions? if you keep getting rebellions in conquered states over and over that means that the conquered country still has a core on it, therefore you must plunder that province until it loses the core claim and also you have to integrate it in decisions. If you have civil unrest(dont know the proper name, basically what others mentioned) then you have to increase spending on of the categories ove 80% which is slowly going to lower he unrest. If you have bankrupcy, then you pretty much lost, you have to get out of it as soon as possible (take loans, request taxes at the expense of relations). Civil unrest is also caused by plundering and it does not decrease automatically overtime.
