Drawing Step 3 in Phase 4 breaks the game
Step 3 was not detected, resources placed for Step 2 and the auction in the next round didn't work as well (no bidding panels for the first auction)

I've tried to look into this, but haven't been able to reproduce it. What I've tried:
Start a new game, go to Phase 4 ('Build Cities'), remove a card from the market, place the 'Step 3' card on top of the draw pile (face down), select 'Draw Card'. Step 3 then successfully starts in the next phase.

Can you still reproduce the bug? If so, please post your steps.
