Loading a game where the Alchemist's Atelier has been built seems to replace city centers with a "Missing ART" tile in the Strategic View.

Hi i found a problem that AI will seems keep producing the alchemists without any limits, is there any way to restrict the total number of alchemists?

How long ago did you encounter this, and what version of the mod were you using? There was an issue with Free Cities spawning units that I've since implemented a fix to, which also included a sweeping secondary safety that will only allow the thing to run once per building. This was implemented at around 3AM last night, and it wouldn't have affected ongoing games.
