Here's how to always show health, not just in breach
Credit to LordLancelot.

C:\Program Files (x86)\Steam\steamapps\workshop\content\882100\2074013605\Config\XComGame.ini

[ShowHealthOnName.UIUnitFlagWithHealth]
+OnlyShowInBreach=false
+OnlyShowEnemies=true

"C:\Program Files (x86)" will be whatever your install path was if non-default, everything else above will be the same. Open the "XComGame.ini" file within that Config folder in a text editor and change the Breach line to "+OnlyShowInBreach=false".

You can also display it on your own units if that's something you want. In the same file, change the end of the "OnlyShowEnemies" line from =true to =false.
