Midoriya is able to power any of the skills on his board BUT if he powers a skill that is not equal to or below his current Level (1, 2, 3) he gains 6 wounds.
This would mean he would be inactivated until ALL 6 wounds were healed to him by the means of Healing at the start of each of your turns and paying Focus equal to each additional wound removed this way (or if you have a lesson that would heal student wounds.
While it is strong, this cost to healing him does require you to commit a few turns of losing out on Focus you could have saved for buying cards in the line-up instead of healing the student. I hope that clarified for you how he works. (Thematically, he could do all of these to start but his body isn't ready for all of One for All yet. Thus he takes several wounds by going beyond what he's capable of).
