1. You cannot download. Valve has to chose wherever it'll be available or not.
2. If it works great doesn't matter, Valve is responsible for all the skins performance.
So yeah it will not lag.

As others have mentioned, the guns should already have textures assigned to there should be no change in performace by adding a skin to a gun, as the textures should already have memory allocated. I guess if every player had a different skin then the game might need to be drawing a few more textures but that is often the case anyway as players dont normally all have the same weapon equiped. Thats my best guess anyway, hope that it helps.
