When AI doesn't have an institution it should focus on deoveloping only one province. And it should also prioritise developing said province over ideas and tech (except for mil tech) if it doesn't think it will reasonably quickly get said institution from it spreading or from conquest (if it thinks it will spend more points on techink up withot institution, than it will spend on developing it) (idk, chek the provinces i the neighbouring regions or smth like that).

if it already doesn't, AI should prioritese developing gold provinces to like 10 or 12 dip dev, even above anmin and dip tech and ideas (but is sould try to conver the province in a reasonable amount of time before developing). It sould also pretty much always decrease autonomy in gold provinces after conquering them (if it already doesnt do so)

I actually have code written out for the AI to dev push for institutions but the results make for some unusual gameplay. Tons of 40+ dev provinces everywhere. It's also a bit difficult to figure out when and where to push for institutions.

I am not familiar with the gold mine meta so why is 10/12 the breakpoint for mine depletion? Should the AI be developing even at the start of the game? I don't believe we can control the AI autonomy actions.
