Implement modded units into the fixed binding circle
Adding support into "X_mod" for the fixed binding circle WILL NOT make "X_mod" dependant from this fix.

HOW TO:
inside building_units_allowed_tables

the units you've added to:
wh_main_vmp_bindingcircle_1
wh_main_vmp_bindingcircle_2
wh_main_vmp_bindingcircle_3

must be also added to:
OSM_binding_circle_1
OSM_binding_circle_2
OSM_binding_circle_3
