You can safely run this mod without Utopia. But I am concerned that you cannot see the Perk 'Galactic Ascendancy'. Please check again.
You can start one if you want, and I don't know if Hive Mind gets it.
You have a point, although an empire shouldn't be able to Ascend in 100-200 years after achieving spaceflight anyway, so the timescale of this is already reduced. No one would play a Stellaris game for 1000 years. Also in real life, how many generations does it take to change a hard-working generation, to one that is less hard-working?
The run is pretty clean with the hedonists gone and all megastructures built. I have seven fleets of fe ships, each at above 700k power when at full strength, a juggernaut and colossus, my hivemind's dominant status in the galaxy is well in hand, and is truly at it's Zenith! :)
However I have a philosophical issue with the hedonism and FE building mechanics, which would like to cover in a couple of posts:
As pertains to hedonism: race and ethos should play a huge factor in the number of hedonists that appear, when, and if at all. Obviously biological races are the most susceptible, followed by synthetics (how closely is up to the programming, literally**). Ethically speaking egalitarian, democratic, and authoritarian societies should be more resilient to hedonism, while slaver and capitalist ones (read mega corp) should be far more susceptible, while also having the means to justify and satisfy that hedonism (slavery and trade).
Factoring these issues into the economic and political mechanics of hedonism would make for some really interesting scripts and game play. For example, for every count of x slaves or volumes of trade units, y hedonists manifest themselves on the planets where those slave exist and trade is taking place, having economic and political repercussions.
