AI doesn't build ships in this mod
I played one nation for one day and when I switched to other nations just to see what are they doing I figured out they build no navy. Nothing, not a single ship !!! Do you know why it's happening? Is it just me or you have the same issue?

Yep. Seems to be all the AI nations. Only convoys.

Noticed that when I built Dockyards for my puppets Haiti and Brazil. No wonder the AI doesn't utilize its coast: It doesn't know how to.
