That is intended. Early time terraforming has exact same functionality but does not shadow existing terrains (that increases workload when dealing with mod terrain changing rules) and there are existing plant boxes to grow plants on stone tiles.
From my perspective having several ways of doing same thing was redundant, so most of unbalanced vgp terraforming was removed. That may change in future when better way of joining both is found out by me or proposed by somebody.
