There are several questions.
1. The engram is not released in The center. Is this a mod conflict issue?
(I've added some commands fixed to the discussion in the server manager, and so is game.ini.)

The mode I use is-primal fear series, super structure and cross genesis

2. I want to adjust the spawn probability of monsters. Are there any pre-prepared defaults?

1. The mod shouldn't conflict with PF nor SS. Are all engrams marked as locked due to you not playing on Genesis? Is this a dedicated server, non-dedicated session (if so, are you the host or client?) or single-player?
2. You can use the following snippet to lower weights of Genesis dinos by 50%.

This will not affect X-dinos as they don't have unique name tags (or else they wouldn't be interbreedable). Weight reduction is planned in the next update.

I run an unofficial server as an ark server manager.

The commands left in the comments have been added to the ark server manager and game.ini.

Some of the items that require an expansion pack have a black shadow that states that they need the dlc.

I have the same issue with engrams stating that they need to be unlocked on Aberration / genesis (using both mods) on a non dedicated / host server as the host

Is this an existing save file? If so, you may have to get your character to respawn (e.g. by dying).
Otherwise - are you using any other mods?

Only your mods to unlock genesis and aberration, I've had the problem on both a game where I forgot the mods and added them later, and on a new game where I added them from the start. I actually got mauled by a dino at the spawn witthin a few seconds, and after that the problem still persisted

I don't have a mod with Aberration content though.

For CG: Single-player, dedicated or non-dedicated?
