Rubber and Oil
I don't if maybe the files from other mods mixed in but looking at the trade goos map mode I see that there are several provinces with rubber and oil as laten resources, which need 999 development to be discovered. Is this just a leftover for a future update?

It is indeed. Currently they have no flavor attached to them, so they've been "disabled" through this development requirement.

Oh alright, so you guys are going to extend the timeline of the mod in the future? Since oil and rubber weren't as important as a resource until much later than the game's endate.

Yes, there are plans for that, but with no ETA for now.
