It's just down to luck of the draw of getting enraged. I suggest turning up the max # of shinies and their spawn times. I have 15 max, and about 1-10 minute respawn tine with ~6-7 hour lifespan.

Go on shiny hunts to open up space as well. Their rewards are pretty good!
