I just checked it out with your version and apparently with about 50 approval there exists about a 5 per cent change of a romance attempt, and 20 per cent chance of success, so it seems to be a case of the RNG gods not approving of their potential relationship. After testing it further, I witnessed one attempt after countless of normal conversations, which failed. With this mod, characters seem to be real picky with who they form relationships with, even when their personalities don't seem like they should clash significantly, although it seems that straight people are notably less picky. Or am I just imagining it? And thanks for the link.
Romance chances for straight woman are indeed boosted.
Maybe your pawns aren't aggressive & romantic enough, or maybe their sexual/romantic drive is too low. Or maybe they just don't like each other enough (only pawns with Lecher trait hit on someone who doesn't like them).
There is a "Romance tweaks" mod somewhere on the workshop which you may use to directly boost romance attempt & romance success chances.
