The use I had in mind for my mod/s would be the ability to tweak FactionDefs, specifically the two fields
settlementGenerationWeight and requiredCountAtGameStart
With this it would allow for a built-in faction control function.
I was actually considering this before release... This would be possible to do on another mod since I don't plan to branch out of ThingDefs. However, I don't fully have time to make a new one right now. And I don't think I'll be able to release one any soon. That said, I'll be keeping this in mind. Thanks for suggesting!
