I'm looking into it.
I have some reports from another source that indicates this issue may cause by some kind MODs conflict, such as MODs with speed changing ability.
Try swap the load order of your MODs and see if it fix.

I tried swapping the mod order, putting this mod on the very top and the very bottom. Issue still persists

I don't have any mods that affect the duplicant speed, game speed, nor any gameplay speed/time

I can confirm that this is an issue, even with no other mods active.
