I think it's a generation problem.
When I try to start a campaign without bot on a server, the outpost is generated like in vanilla. However, when I start with bots, the outpost generate with the parameters of your mod. But it very random, somethimes I start with bots and it's the wrong generation

we diddnt treat that poor sod with antirad (cause antirad is expensive and we had only 1 at that time) so he got crispy. The whole thing ended once we docked.
Also some of the outpost vendors in ITA have buggy dialogue options. Namely you can't select "No thank you" when speaking to the Plant vendor and either have to purchase something or start dialogue with another NPC to close the box. There's a few other vendors that do this (it seems inconsistent), but the gardening vendor is the worst offender in terms of consistently not allowing you to say "No thank you"
About the fishtail buff persisting for so long, it's partly intentional. I wanted that buff to last for an hour, like a long term thingy, but it seems to stay for much much longer than that. On top of that, it stays different times in singleplayer compared to multiplayer for some ♥♥♥♥♥♥ up reason.
