What engrams do you referring to?
All SS engrams require a vanilla engram as a prerequisite.
Map specific ones included. Ergo it should already be achieving what you're seeking.

Other than that, as a server admin the vanilla game already gives you config options for disabling any engram you wish.

Some examples of which are in the pinned discussions. Otherwise lookup engram overrides on the ark server config wiki page.

For example, if we want the chainsaw. You have to do The Island bosses to go to Scorched Earth and learn the engram in question and then come back to The Island. But Structure Plus overrides this and allows you to learn all engrams from The Island which is not the goal of CrossArk.

Would it be possible to correct this problem?

This is not structures plus... And it does not touch any vanilla engram
