To my understanding Inno is one of the followers of the sun. So far she appears to be the most benevolent of the followers that we have met, possibly because it's hinted that she might have been a regular human to begin with. The Now & Where Mall was kept alive by her as a sort of a safe haven in the void. After we leave her she either gives up on maintaining it and leaves... or the more grim alternative version, James found her...
As for how it could happen within a few seconds... I mean... it's void, does funky things with space... who is to say it doesnt do funky thing with time too.
