It is lower than vanilla lowest (~25% of them have dis resist =20%), but it wont make him unplayable.
As far as my experiences, the Bloat feels quite powerful and bulky, having access to a lot of AoE DoT effects that are quite strong means he's very good at clearing out the hallway and room fights through a dungeon, and his targetted Blight can be very strong if you have a Marker in the party to make use of his Mark bonuses against bosses. His damage takes longer than most heroes due to it being a DoT, but that's made up for by the power of his Blights in general. So far he seems quite strong, maybe even a bit too strong, though I need to test more to get a good gauge of his balance.
As mentioned he synergizes excellently with Grave Robber and Plague Doctor, he also pairs well with a few of the modded classes, such as the Butcher Bird, and Reaver, who have AoE Bleeds and Marks that can synergize well with the Bloat's skills.
