not sure if I'm missing something but I have a large outdoor grow in a fenced in area, and I have all the reform program with some qualified prisoners working in the area but they just stand around and do nothing. I have some weed workers and gardeners as well, but they still dont put down fertilizer on the seeds, and I looked for a way to manually do it but couldnt find a way.
