I have a problem though and I'm not sure what's going on.

Can I make bandits weaker? Tweak them at all?

They're fun to fight for me, but apparently they're too much for NATO.

They're taking cities from NATO in places I've never been to. I went from having one city, with just a little bit of taxes, to getting lots of taxes from cities I've never visited.

The bandits beat the tar out of NATO while I was never there. lol.

Can I forcefully Zeus cities back to NATO? I'd like to fight them for the cities.
