These are post coaches that can transport MAIL and UNSORTED_MAIL. Not more and not less.

I just cloned vanilla .mdl files and fiddled a tiny bit. That's all.

Another update:
The capacities were halved because of the two compartments. Some logic quirk. Now the capacity fits better to other similar coaches. I guess.

So, technically it works but it needs fiddling with the type of line and the stations.
The mixed coaches (plus) need to be set up as cargo lines as it seems.

Most likely the mixed coaches are not really working, because the game core just says "either this or that" - which is defined first in the .mdl wins as it seems.

I removed 1.1 and added 1.2 - no mixed coaches with passengers and mail, but the additional coach type from 1.1:
