Replenishment problem
so recently started a denmark campaign and took over scotland however it claims i cant replenish my army due to lack of manpower. both provinces in scotland have more than enough of all population types to replenish. any ideas? or bug?

maybe those cities lack one of the population types that your armies use to replenish the troop, like 0 noble in a city while your army has noble units, just 1 unit, and the whole army doesn't bother to replenish anymore
