Also, what is the state science institute supposed to add that isn't already in the game? There is already a science funding policy, plus some other reseach, technology and education based policies. This one seems redundant, and kinda OP.

About the state sciences institute: It is intended to be really expensive and take a lot of time to have it's effects fully implemented,but in turn it is rewarding with a strong influence on the simulation.
Also REDUCE IMPACT OF STRAY ANIMAL CARE ON CAPITALISITS! PLEASE!
