Sorry that it took a while to reply. It's a bug before v.86. Apparently, the archers spawn for some players, but not in some so the best thing to do would be to scrap it for something that works 100% of the time.
I hope that the new Ranger Squad doesn't quite disappoint you though. I too, am saddened that I have to replace Ranger Squad as I really like the idea of having fellow archers at your side that can benefit both from Ballistic Zone's damage bonus and Cloak of Sands.
