The unfortunate reality is that ceiling collision boxes are inconsistent and vary by a few cm between various build sets. In general not enough to cause issues but sometimes. When I made my build sets I generally set my collision box height for ceilings and foundations at 0.000 on the Z axis.
This was often too low as base game tended to be 2 - 4 cm above 0 and caused stability issues on things placed on them during upgrade. I went through and worked to raise my collision boxes slightly to try to get to a sweet spot (remember no consistency)
At some point I hope/wish that FC would align those to a standard 0.000 on z axis. An easy, known position. However until then I will not go through and update all the collision boxes again. It would just be a game of hit or miss and floating placeables.
Not the ideal answer, I know. But that is the technical challenge in place.
