It might be a good starting point to take a look at Victoria 2 and see what all is available there. Especially in the Americas. I'm specifically lookng at the late game and places like the Carribean and Central America.

The Finnic (or Finnish) Federation. Not a historical nation unfortunately buuut it would give some worth for Finland and Perm. It could conclude Finland, Novgorod, Muscovy and Perm or mayby just Finland and Novgorod

Perhaps some sort of unification led by a westernized Native American tribe? The Iroquoian Confederation or something similar would be appropriate among the vanilla North American tribes as they are all Iroquoian tribes.

Rome. Well, some would argue Byzantine IS Rome...but...not quite as cool. Idk, maybe make the requirements something like, "Primary Culture must be Italian----Capital must be Rome----Must own X# of Provinces-----etc....." Also something else that would be cool....for Rome in particular, a requirement that your Nation must be the within the top 5-10 most technologically advanced Nations in the world....jsut to symbolize Roman technological superiority.

also egypt should be able to revolt out. It will have cores in all of the egyptian region. or be able to form egypt
