Best way to fill the canals with water?
Using the water source is not possible unless you want to flood the city :-)
If you use a pump it will eventually flood the city :-)

So what's the best way to put water in?
Or do you put water in and then stop the process? won't the water disappear? (evaporate)

Just connect the canals to a larger body of water.

_and_ (I guess) make sure that this water is placed higher than the canals itself

Basically you use the water spawn from the Extra Landscaping Tools set to 0.01
I have tried it and seems to work, there was a little flooding. Maybe try to set the water spawn to 0.001
