Dude that is not a bug. let me just copy paste the response already. "when close bolt guns are empty you only reload once, when you reload with a bullet in your chamber (not empty mag) you get the new mag's bullets and the one already in the chamber. I think your just not used to it, seeing as vanilla weapons don't feature that."
