Mod doesn't activate
I have all of the required DLC but the mod generates an error saying I'm using a mod the includes models from DLCs I don't own.

The only DLCs I don't own are the Commander Deluxe pack and Burning Baltics. Any advice? I'm on the Gog version.

It's because of BB then. Sadly Eugen forces the mod to use all DLC to work. I can do much against that.

Same for me. I assume it is because I do not have History Pass, Tribute to D-Day Pack, Commander Deluxe Pack, and Pre-Order Pack. I do have all the DLCS (even the ones in the packs - for example Burning Baltics..etc.).

I don't know if the list of required mods was updated since I originally posted but there was a DLC required that wasn't on the list. As a rule I'd say that if a DLC exists that you don't have then that's why it won't activate.

You need * all * DLCs. All of them. I know it's hard to believe but that's the way it is.
