Ok so you have put it on and you can "open it" using a jmod_ez_toggleeyes command in console that you can bind or just right click on it in the inventory. Btw you can check the chemicals by hovering over the gasmask. I hope this clears everything out.

I have a same problem, there is enough of chemicals, i putted on the gas mask and engaged gas mask, but I'm still dying when gas is near
