use the ground scanner to find resources then spawn a drill or pump on top of the resources location or enable sv_cheats and type in jmod_debug_shownaturalresources

pumpjack can't be placed anywhere
even if i put it near by water it just can‘t be placed

and also auger drill can only be placed on a fairly flat ground, and it can not be placed at any slope

Go to tools and scroll down, see the jmod ore deposit? take that and set it to random size 51 and resource amount about 2000

Now uh spam it everywhere and place down a drill on the ore deposit you want.
Oh and about the pumpjack, ♥♥♥♥ that thing.
