Please try this.


Go to Document/My Games/XCOM2 War of the Chosen/XComGame/Config and delete that whole folder. The game will rebuild a fresh one on start up. But youll need to start your game to the main menu, exit back to desktop and restart. This should give you a clean Config and any old mod files/settings left over will be gone.
