This is not exactly the case...
I will make more screenshots later today, since Inwas dumb enough to delete the old ones.
Anyway, I remembered that this model was made like a Valve Biped character model, so I tried applying the rig_biped_simple rig to him, but it didn't stick; SFM didn't let me apply it.
So I spawned a defaultly valve-biped type model to experiment with, and yeah, they have the same bones!

Though, our Combine here actually accepted the valve_biped_simple rig. For Legosi I needed to make one with auto-rigger (which, note this, so far always rigged models perfectly)

But then once the model is moved it all falls aparat, instead of the dynamic, realistic limb movements, the model gets all funky!

I'm posting this for only awareness though, as I am, like previously mentioned, pretty much a dumbass when it comes to Source.
I hope with all my heart you manage to somewhat fix the model's rigging, since it could make the lives of many animators easier. I already have a ♥♥♥♥♥♥♥♥ of respect for making the model in the first place ngl.
So it looks like when you used the auto-rigger, you didn't set the knee bones correctly, your auto-rigger parameters must look like this.[i.gyazo.com]
On my end, at least, Legosi has knee control bones as seen here.[i.gyazo.com]
His knees move properly[i.gyazo.com] on my end.
As for his elbows, there are control bones which allow you to control which directions his elbows go as seen here.[i.gyazo.com]
I see no problem as a majority of models on the workshop move the way Legosi does in terms of IK rigging, I appreciate your report but there really isn't anything to be concerned about.
Alright, I need to admit, I played myself on the dumbest way possible.
I left the "rig toes" on, and for some reason that messed up the model SO HARD, holy crap.
I owe you big time for taking your time to make those reply gifs lmao
