spawn bug for locations/ hilltop and military base
survivors would spawn at hill top and military base from the start and in old version but now they suddenly won't at all.The hilltop spawn says that their should be a population of 20 at the start but their isn't anymore whenever i start a new game. i've unsubscribed and subscribed hoping it get rid of the bug but nothings working. :(

Found it, the menu didn't pop up because I didn't enable the mod in the right place
