Survivors not spawning

Was using mods at first with the Superb Survivors mod and thought it was to do with the mods. So I disabled all my mods except for Superb Survivors, but there's still no sign of any survivors in my game.

Try to set spawn rate at maximum

They do not spawn on my game either. Spawn rates at normal but tried with NPC spawn rate at max and no change. Tried the survivor scenarios that come with the mod but they are empty of NPCs.
