There's also the color of the classes compared to each other as well. Scout's clothing is a lot brighter and saturated compared to spy's suit which is much darker.
I honestly don't think you'd end up confusing the two if this cosmetic was added
Mr. Light has already touched on the subject that there is more to a class's recognizability than their silhouette. There's their posture, their speed/movement, etc.
It's very odd to me that, now, all of a sudden, people care about silhouettes and TF's artstyle, as if it hasn't been ruined in both regards for years now. VALVe just adds whatever cosmetic is popular at the time they collect cosmetics for the crate, regardless of silhouette or artstyle.
