I don't know if this is normal, my sister introduced me to this mod along with many others, I remember her mainly using prisoners to create sculptures as they are worth quite a bit, Art along with the majority of the other work types are "disabled for prisoners" and I haven't a clue why. They have access to everything and some prisoners have very high skills in these categories. I can understand why some of them would be disabled, no prisoner is gonna warden but art?
