Title

-I HAVE NO OTHER MODS (except Harmony)
-I have "Force to work" checked in prisoner's tab
-I have other jobs on pawn disabled. Exception: basic, bedrest, patient, firefight. Otherwise, "Jailor" and "Warden" are the only ones enabled and set to top priority.
-I have no area or zone restrictions on prisoners or pawns.

I tried setting identical schedule for both pawn and prisoner: Sleep > Work.... > Sleep. Did not work.
