I don't know what's causing it, but there is a workaround.

Go to your library, right click Barotrauma, and click properties.
Go to the local files tab, and click "Browse local files".
Go into your mods folder, and find the Cityscape folder. Go inside and copy the .sub file.
Go back to the main folder, and go into "Submarines" folder. Paste the .sub file from your clipboard into that file. Launch the game

It is fixed , but now submarine drowns almost immediately

Ok clearly this mod has the wrong version. Does your version have a scaffolding in the town centre? That should be part of the update

Nevermind, experimented with files a little bit. As soon as I copy paste the file into my folder, it gives me the OLD version. Now I know why people are still getting a broken version. Now I have to figure this out without losing the newest patch

There's a ghost "Salthane Cityscape" folder in my mods. Now I know where all my updates have been going

Ok, I've deleted everything in the mod folder, including any duplicates, and put in the most recent file. I've updated it now, tell me if it's a success. It shows up on my list
