Borg have open borders with everyone
Why can the Borg send their entire fleet through my territory while I am unable (As the Federation) to declare war or close my borders, or force them to declare on me? I want to fight them, not watch them fly past Earth uncontested.

If the borg were invited to any war you were part of, chances are you have a truce with them.

May be somebody you fought a brief war with had them invited and the war ended before the borg could reach you?
